Funding categories 2021-2027

This second chapter looks in detail at the main existing forms of financing. The main characteristics and financial allocations are presented for each of these funding categories.

This second chapter analyzes in detail the main existing forms of funding: community programs (managed centrally at the European level), structural funds (managed in a decentralized manner at the national and regional levels) and territorial cooperation programs (related to structural funds but aimed at promoting cooperation between different territories of the Union).

For each of these funding categories, the main characteristics and financial allocations by theme or territory are presented to provide an overview of all the opportunities offered within European projects.

To provide an overview Of the different sources of funding:

  • Community programs and structural funds each cover about a quarter of the 2021-2027 community budget (about 350 and 420 billion euros);

  • An important part is covered by the Recovery and Resilience Facility (approx. 310 billion euros, if the loan component is excluded);

  • The remainder is covered by the Agricultural Guarantee Fund and other less significant budget items for europlanning (approx. 380 billion euros);

  • Territorial cooperation programs (financed through one of the structural funds) account for a small share of the EU budget (approx. 8 billion euros).
